Abstract
The acceleration of digitalization processes and the need for efficient use of public financial resources determine structural transformations of the public procurement system at a global level. In this context, artificial intelligence becomes a strategic tool capable of optimizing decision-making processes, reducing administrative risks and favoring the integration of sustainability criteria in public procurement. This research examines the role of artificial intelligence in the development of a sustainable public procurement system in the Republic of Moldova, from the perspective of public finance management and alignment with European Union directives.
The article proposes an innovative conceptual model aimed at assessing the impact of the use of artificial intelligence on the efficiency, transparency and sustainability of the public procurement process. The research uses a mixed methodology, based on the analysis of the regulatory framework, examining international practices, comparative analysis between the Republic of Moldova and the European Union and the interpretation of indicators regarding digitalization, transparency and the use of innovative technologies.
The results highlight that the implementation of solutions based on artificial intelligence can contribute to the automation of bid evaluation, fraud prevention, monitoring of contract execution and the integration of sustainability criteria in the decision-making process. At the same time, the research reveals the existence of significant challenges regarding data protection, algorithmic transparency and the insufficiency of the specific regulatory framework.
The conclusions of the research demonstrate that the integration of artificial intelligence in the public procurement system can be a determining factor for the modernization of public finance management in the Republic of Moldova and for the consolidation of an efficient, transparent and sustainable development-oriented administrative system.
