Abstract
This research aims to analyze the current development trends of consumer cooperatives in the Republic of Moldova, identify internal and external barriers and opportunities, evaluate the sector’s transformation capacity and define strategic priorities for strengthening cooperative enterprises by 2030.
The study used a multidisciplinary approach, combining quantitative and qualitative techniques: analyzing national strategic documents, European and international policy frameworks for cooperatives, applying management analysis tools, conducting interviews, surveys and consultations with cooperative members, managers and public authorities. Forecasting tools were also utilized, and empirical data provided by the Central Union of Consumer Cooperatives of Moldova (Moldcoop) formed the basis of the analysis.
The results reveal the resilience of the cooperative system together with the structural vulnerabilities such as outdated infrastructure, limited access to modern technologies, a deficit of human capital, and low innovation levels. The study highlights the need for reorganization, digitalization, and investment in capacity building, emphasizing the importance of aligning cooperative policies with EU practices to ensure long-term competitiveness and sustainability. The research offers a roadmap structured around five strategic priorities: modernization and innovation, financial sustainability, human capital development, institutional reform, and alignment with EU policies and practices.
This study provides a comprehensive strategic framework for the development of consumer cooperatives in the Republic of Moldova, based on both empirical evidence and European best practices. Its originality lies in the integrative approach that combines local realities with the strategic imperatives of the country's EU integration. The proposed roadmap offers policymakers, cooperative leaders, and development partners a practical tool to guide the transformation of the sector in a continuously changing environment.
